This here is and will always be a very useful tool (for the more advanced user). Let's say your task manager is disabled by your so called "System Administrator", This will allow you to access your task manager and end the program which is disabling your task manager. There is a few other tools on here that are very useful but you must be very careful or you might delete the wrong thing.
