Pastoor Dan Day (Pierce Brosnan) is een held met een eigen TV-show, ambities in vastgoed en een leidende rol in zijn gemeente. Twee van zijn belangrijkste volgelingen Carl Vandeveer (Greg Kinnear) en zijn vrouw Gwen (Jennifer Connelly) zijn ook twee pijlers in de gemeenschap. Carl hoopt zaken te kunnen doen met Dan die van plan is een groot complex te bouwen. Zijn 'stad op de heuvel' project met appartementen, bioscopen, schepen en restaurants is volledig gewijd aan de kracht van zijn visie. Maar wat zijn aanhangers niet weten is dat Dan niet de morele toegewijde pastoor is die ze denken dat hij is.
